The war has led to the fact that in a large part of Ukraine it is necessary to restore the infrastructure and carry out repairs. However, in some regions, officials are actively profiting from the war and public money. This is stated in the new investigation "Schemes".

The most expensive roads are in the Dnepropetrovsk region

In the Dnepropetrovsk region, the private company "Budinvest Engineering" since March of this year for restoration work from the state budget has received a record amount by Ukrainian standards - 1,5 billion hryvnia.

The company began to allocate money for the repair of roads in Dnipro and the region since August, as evidenced by the data of the state treasury service "eData". The customer of the work was the Dnepropetrovsk OVA. No other region has requested similar amounts of funds for repairs. And from March and as of October 31, Dnipro region spent UAH 2,314 billion on road repairs., what more than the Kyiv, Kharkiv, Sumy and Odessa regions spent together, including regional centers.

The impure ties of the second co-founder

Pavel Chukhno is also a representative of the sports sector, vice-president of the Dnipro basketball club "Prometheus". He is also a manager and partner of the Dnipro business brothers Vladimir и Leonid Dubinsky. At the same time, Vladimir owns Prometheus, and Chukhno's wife was the representative of the interests of Vladimir's mother and children.

The Dubinskys have been wanted by the FBI (USA) for the past 10 years on charges of real estate fraud in California.

How does the company operate?

According to journalists, Budinvest Engineering uses the following schemes in its work:

• its subcontractors are firms that, according to the documents do not buy as many roadwork materials as they sell Budinvest: for example, for the whole of 2022, 1300 tons of sand were purchased, and more than 100 thousand tons were “sold”. That is, there is no goods, and the money is “gone”;
• "Budinvest Engineering" purchases materials at inflated prices. For example, a company paid UAH 1258 for crushed stone. per ton, another - 1466 UAH. per ton - despite the fact that the same type of crushed stone from other suppliers is sold at 185 and 233 hryvnia per ton, respectively;
• one of the subcontracting firms, receiving millions in revenue, employs ... only 1 person. In addition, it is not located at the specified legal address.

Journalists in different ways tried to contact Reznichenko, but he was not at work, and he did not answer phone messages. The co-owners of Budinvest Engineering did not give the necessary answers, and the company's number is generally "not serviced."
