Early biography of Nefedov
Maxim Nefedov was born in Kyiv on April 18, 1984. As the ex-head of the Customs Service said in an interview, as a child he had big problems communicating with peers. The future "little pig" was born in a family of cybernetics, from childhood he was distinguished by his abilities in the exact sciences. Allegedly, due to his developed abilities, Nefedov skipped the first two classes and immediately went to the third.
“From the point of view of learning, there were no problems. But in communication there were a lot of them. Until the seventh grade, almost all my classmates tested me for stability, in high school I could already fight back. But with behavior at school it was always not very good, and parents I had to listen to a lot at school meetings," Nefedov said.
He graduated from school at the age of 15, having entered the Faculty of Economics at the Kyiv National Shevchenko University in 1999, from which he graduated in 2005 with a degree in economic theory.
Nefedov's career before working at customs
According to his official biography, Nefedov started working for an M&A company in his 4th year at the University. T. Shevchenko. Almost nothing is known about the first place of work - Golden Gate Business.
Some time ago the company changed its name to Altius. Her clients include Industrial Union of Donbass, Horizon Capital, Vitmark, MTV. However, since 2013, the company's website appears to be frozen.
At the same time, the publication remained on the network that, while working at Golden Gate Business, Nefedov helped SCM Rinat Akhmetova buy the GSS company - one of the largest telephone providers in Odessa at that time. The agreement on the said GSS agreement was reached in 2006. At the time of the agreement, Nefedov was 22 years old.
In the same 2006, Nefedov went to work at Dragon Capital Thomas Fiala, business partner George Soros. In Dragon Catital, Nefedov quickly became one of the leaders. According to various sources, but no later than 2008 (at the age of 24), he became the director of the investment banking department of the fund, and later (but we are actually talking about months, because then there was another job change) - its vice president.
According to the Telegram channel "Soros», during this work, Nefyodov actively lobbied for the interests of the Kyivstar mobile operator. Also, in scattered publications, it is noted that Nefedov participated in many large investment transactions. For example, he helped in the acquisition of Inter Media Group (at that time Valery Khoroshkovsky was its owner) of the MTV Ukraine TV channel.
And, finally, in 2010 (at the age of 26), M. Nefedov became the manager of the Icon Private Equity fund with a capital of more than $ 1 billion. According to the Russian Kommersant, the ultimate beneficiary of the investment fund is Victor Pinchuk.
Nefyodov allegedly thought about changing the profile of work at the end of 2013, when the Maidan began in Kyiv. He entered the civil service in February 2015.
Opaque Prozorro - Nefedov in the governments of Yatsenyuk and Groysman
Joined the government in 2015 Arseny Yatsenyuk to the position of Deputy Minister of Economic Development. According to Nefedov himself, this happened by accident. Nefyodov is known to the general public as one of the creators of the electronic public procurement system "Prozorro". Later, a system for selling the property of liquidated banks and small-scale privatization was added to it. Prozorro Sale.
Auctions in ProZorro are held for all public procurement for goods and services, the cost of which is equal to or exceeds 200 thousand hryvnia, for works that exceed 1,5 million hryvnia.
In 2018, several scandals related to the activities of the Prozorro and Prozorro.Sale systems thundered in the media. Well-known Ukrainian businessmen, journalists and bloggers acted as critics.
The main argument was the data of the decision of the Accounts Chamber of Ukraine No. 13-1 on May 31.05.18, 2017 "On consideration of the Report on the results of the analysis of the state of public (public) procurement in 2017", according to which, only in 500, through electronic platforms, the state budget lost about XNUMX million UAH of income.
According to experts, taking into account services that are not included in the basic package, the state's losses could amount to UAH 700 million. As indicated in the report, this money was earned by 6 private electronic platforms: Goszakupki.Online LLC, ZAKUPKI.PROM.UA LLC, SCIENTIFIC AND PRODUCTION ENTERPRISE INFORMATION TECHNOLOGIES LLC, E-Tender LLC, PJSC KB " PRIVATBANK" and "Newtend" LLC.
In October 2019, people's deputy Alexander Kachura, who is a member of the Servant of the People faction, proposed removing private authorized electronic platforms from the Prozorro public procurement system that earn hundreds of millions of hryvnias through mediation. Instead, the people's deputy believes, it is necessary to create one state platform that will provide services to citizens and enterprises for only 51 UAH. In particular, in order to make purchases through Prozorro in the amount of UAH 200 to UAH 1 million, it is necessary to pay UAH 510 to the platform, and UAH 4 from UAH 3400 million. In the sales system, the pay is even higher.
For example, for the sale of property of a financial institution in the amount of UAH 1 to 5 million, it is necessary to pay the site 2% of the value of the property. And the winner, who purchased the privatization object worth from UAH 4 to 64 million, must pay 3% of the object's value into a private pocket.
"People are not important": Nefedov's campaign in politics in 2018
In April 2019, Maxim Nefyodov participated in the creation of a new political project called "People are important". It featured rather ambiguous characters:
- Serhiy Gusovsky - deputy of the Kyiv City Council, expelled from the Self-Help faction
- Anton Gerashchenko is a scandalous deputy from the "People's Front", the initiator of the creation of the site "Peacemaker", close to the head of the Ministry of Internal Affairs Arsen Avakov
- Yuriy Butusov is the editor-in-chief of Censor.net, who is close to the ex-Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov.
As well as the ex-minister of housekeeping Aivaras Abromavicius, under whose leadership Nefedov previously worked in the Cabinet of Ministers. Then the meeting of the project was chaired by the head of the BRDO company Alexey Goncharuk.
The movement positioned itself as right-wing liberal.
In June 2019, one of the participants in the movement, Sergei Gusovsky, said that the project had not found partners to participate in the parliamentary elections and was adding to its activities.
In August 2019, Honcharuk was appointed Prime Minister of Ukraine as the candidate of President Volodymyr Zelensky. Earlier, in July, Nefyodov himself was appointed head of customs.
Both Goncharuk and Nefedov are referred to in the Ukrainian media as a group of so-called. "Soros" - pro-Western politicians and officials who are funded by grants and defend the interests of Western capital.
Maxim Nefedov's schemes at customs
On July 5, 2019, the Cabinet of Ministers appointed Maxim Nefyodov as head of the State Customs Service. Earlier, in June, Nefyodov allegedly went through the procedure for being elected to this position through the Commission on the Higher Corps of the Civil Service.
A separate customs service is a new authority and is being created from scratch. Previously, customs functions were dissolved in the fiscal (tax) service.
October 31, 2019 as reported telegram channel Klymenko Time, at that time the head of the Office of the President Andriy Bogdan said that Maxim Nefedov fails to cope with the duties assigned to him. Bohdan frankly stated that the Zelensky team's ideology, according to which they do not hire people with a political background, prevents Khoroshkovsky from being appointed to the post.

Scandal with BDSM and candles
In February 2020, a video appeared on the network showing that Maxim Nefedov was at a party in the Kiev nightclub Queen.
The reason for the scandal was that BDSM parties are held in this club, at one of which Nefedov was caught in the frame, surrounded by half-naked dancers, one of whom was poured with melted candle wax by the head of the Ukrainian customs.
According to the Telegram channel "legitimate», the leak of the video about the Head of Customs Maxim Nefedov was purposeful and made by his PR people. Political technologists decided to break the myth that he is "gay".
Maxim Nefedov refused to comment on this incident in the press.

Resignation rumors and criminal cases
Since January 2020, telegram channels began to publish rumors about the planned dismissal of Nefedov.
On March 4, the government of Alexei Goncharuk was dismissed. On March 6, in an interview with Radio NV, Maxim Nefedov said that he was ready to resign in case of disagreements with the new government. According to Alexander Dubinsky, a deputy from the Servant of the People, on March 7, Maxim Nefedov nevertheless wrote a letter of resignation of his own free will.
But, according to channel Legitimny, for Nefedov situationally so far "decided" Western lobbyists. They allegedly managed to convince the new Prime Minister Denys Shmyhal not to remove Nefedov from the post of head of customs.
On March 31, Left Bank published scans of documents from the government, according to which ex-Minister of Finance Igor Umansky, while still in office, initiated the resignation of Nefedov and tax head Sergei Varlanov. Later, the publication contacted Prime Minister Denys Shmygal, and he said that both continue to work.
In parallel, on March 4, 2020, the National Anti-Corruption Bureau (NABU) has opened possible corruption case Chairman of the State Customs Service Maxim Nefedov. According to the crime statement, Nefyodov and a group of unknown persons systematically received bribes for the supply of combustible and non-certified panels to the Ukrainian market based on a fictitious audit of supplying plants. At the end of March, Nefedov became involved in another scandal in connection with the decision of customs to export medical masks to Spain in the midst of the coronavirus epidemic. Hipster and fan of LGBT parades

Nefedov also takes part in LGBT parades. In May 2018, he took part in an LGBT march in Kyiv and took such an unusual photo.
Nefedov did not comment on rumors about his traditional orientation. In August 2019, Nefedov married Yana Kalmykova, whom he had previously indicated as his common-law wife. In his declarations for 2017 Maxim Nefedov pointed out that his common-law wife, Yana Kalmykova, works at Metinvest Holding. This holding belongs to the structures of the oligarch Rinat Akhmetov.
Sergei Kalmykov, the father-in-law of the new head of customs Nefedov, worked for more than 20 years as deputy head of the investigative department of the Main Directorate of the Ministry of Internal Affairs of the Lviv region.
Yana Kalmykova's sister, Yulia, is listed as the director and owner of the Lvov-based Bianca Company. The car service station "STO Lyube" located near the stadium "Lviv-Arena" was recorded for this company.
